[Openswan Users] can browse internet, cannot ping with l2tpd/pppd

on the gateway, here are my settings:

When I am on the gateway and I ping 10.51.0.79, i get a response back. 
When I ping 10.51.0.80 i get a  Operation not permitted, implying that 
there is a firewalling problem here?
