Logging should be enabled now, but I don't think I'm getting that far.

ipseccmd show all lets me know that the RPC server is unavailable, and
"net stop policyagent" tells me it could not stop IPSEC services.  "net
start policyagent" says they are already running, so I apparently get to
restart the computer after making changes.  I've tried enabling File and
Print sharing, as suggested by some pages I've found, as well as looking
through everything in services and starting the parts that seem
relevant.  Anyone have a list of the minimum services needed to get this
running?
