[Openswan Users] No connection is known

I have my Macos 10.3 Panther laptop plugged directly
into eth1 of my Fedora server machine. I try
connecting using Panther's built in client using a
PSK. It seems to run correctly until I get the error
(in fedora's /var/log/secure): 

pluto[15786]: "my-test-conn" #2: cannot respond to
IPsec SA request because no connection is known for
192.168.1.1:17/1701...192.168.1.2:17/49731

connection in ipsec.conf on fedora:

conn my-test-conn
        authby=secret
        pfs=no
        left=192.168.1.1
        right=192.168.1.2
        auto=start

I'm just testing IPSec connection at the moment
following the tutorial

I haven't yet installed L2TP and I think port 1701 is
related to this.

Does anyone understand this error?
