Perhaps you are using a non-US version of Windows which only supports
single DES. In that case you need to install the Windows 2000 High
Encryption Pack or better yet, install Service Pack 2 or higher.

Windows does not support IPsec compression.

If this does not work, you might need to dig through the log files.
Increase the FreeS/WAN debugging level and/or enable the Windows IKE
