[Openswan dev] disabling the ispec service in "make programs install"

Sorry, this does **not** work on my machine (Fedora 13)
when running "program make insall" and
afterwards "chkonfig --list ipsec" it shows again:
chkconfig --list ipsec
ipsec          	0:off	1:off	2:on	3:on	4:on	5:on	6:off

Any ideas?
