[Openswan dev] problem with ASSERTION FAILED

No. That's not the case. First case is actually bad_case which is
explicitely set _not_ to passert when pluto is compiled with -DDEBUG.

i'd really like to know what's logics behind this. Why don't we assert
with -DDEBUG when we do without?

Does anybody remember why?
