I think dpdaction=restart is a bug which we should remove.

In fact dpdaction=restart should always do restart_by_peer.

Because dpd does work at phase1 level i don't really understand why we
would ever do anything but restart_by_peer.

Is there any reason to think any of phase2's for same peer could be
still working?
