[Openswan dev] UML testing framework

I needed a virtualized system test framework similar to what Openswan
uses for a different project, so I extracted it from openswan and there
are a couple of minor improvements. In particular "localswitches" is
much easier to use, since the major variables are placed into
./UMLPOOL/.switches.sh and sourced from the start.sh files.

It would be great if it could be made to work with QEMU or kqemu, which
might be possible given some of the new virtfs tools from redhat that
let you peek/poke files in/out of the VM containers.
