[Openswan dev] Question about NAT-T in openswan?

Dear friends,
In function "ipsec_tunnel_restore_hard_header( )" , I found the code about
"ESP in UDP" used transform mode.
But where is the code about "ESP in UDP" used tunnel mode?

In additional, the version I read is openswan2.4.7.
