[Openswan dev] Makefile gcc to $(GCC) patch

The following files in openswan 2.5.17 have a static "gcc" instead of "$(GCC) in the make lines :

lib/Makefile.library
lib/libopenswan/Makefile
lib/libwhack/Makefile
programs/Makefile.program
programs/pluto/tpm/Makefile
programs/pluto/Makefile
programs/pluto/Makefile.options

Patch is attached.
