There is a minor bug in 2.5.00 (and therefore all 3.x releases): an RSA
key that is an odd multiple of 3 bytes, has an '=' in the rsasigkey
base64, and that upsets the parser.
Possible work around, surround base64 with "" in ipsec.conf.
