Don't do any of this.
Get openswan-3.0.00.tar.gz from www.openswan.org/download/development/
Get a kernel such as 2.6.18, and type
"make KERNELSRC=/my/kernel/tree npatch rpatch kpatch"
Build your kernel.

you want a kernel that is already patched, you can get it from the
klips.git tree there.
