Today, while investigating a 1DES malfunction, I discovered the same thing,
and created a bug entry for it:

I've added your findings to this bug.

The 1DES bug manifested itself with KLIPS as well as NETKEY, thoug that
KLIPS version might have been built without CryptoAPI support, which is
needed to support NULL as far as I understand.
