[Openswan dev] 2.4.0dr1 availability

Hi folks,

I pushed a 2.4.0dr1 up to the web/ftp sites - this is developer release so 
you folks can kick the tires a bit, and see if it fixes a few bugs.

New in this version is NAT-T support for KLIPS on Kernel 2.6, as well as 
all the additional ciphers when using KLIPS on 2.6.  Thanks to Astaro for 
sponsoring this work.

Please files bugs in Mantis @ http://bugs.xelerance.com, and we'll see 
about fixing them up for the 2.4.0 final release, due end of month.
