  Upgrade the /sbin/getty from a more modern one is my first suggestion.
  umlswanroot-23.1 has libc 2.3.2 code in it now. That doesn't seem to
help for me.... 

  I poked around, and the problem is that there is no getty started on
/dev/console.

  Try umlswanroot-23.3:

      rsync rsync://anoncvs.openswan.org/rootfstar/umlswanroot-23.3.tar.gz .
