I can provide the log for 2.4.0rc1 with klipsdebug=all. This is, 
whatdoes not work for me.

In ealier versions did not use KLIPS.

Yes, I can confirm this. Starting an l2tp/ipsec connection using NETKEY 
and openswan 2.4.0rc1 userland works fine.
I think from now on we can stop cc'ing freeradius-devel.
