  Not yet!
  (I'm the author of draft-ietf-ipseckey-rr...)

  IPSECKEY has not yet been assigned an official RR#, although it is on
IESG list to publish RSN.
  Until it gets the official RR#, we can't really deploy any code.
 
  Adding it will be relatively easy.
  Yesterday, I even got code contributed to bind9.3 for it. Something I
thought I was going to have to write.  The fellow hasn't announced 
publically about it yet, so I won't put it here yet.
  He says he is going to do NSD next.
