[Openswan dev] XAUTH broken in rc5

Only occurs when building with XAUTH_USEPAM defined. I've fixed in CVS on
the branch, and it will be included in 2.1.2 final.
add
#include <freeswan/ipsec_policy.h> below the freeswan.h line in xauth.c
