IPSECPOLICY has nothing to do with 2.6.
It is about enabling a prototype of the extensions being defined by the
IETF IPsec Policy WG. These extensions permit an application to learn
a) if their connection has secured, and if so how.
b) what the identities involved were.
c) ask that a new connection be secure
