  Xelerance would like to develope a funding model by which Openswan
acquire's VPNC certification for openswan. 

  There are some contractual questions to work out - such as, who can use
the VPNC certification logo once certification is achieved.

  There are some funding questions to work out - this requires more than just
the $4k/year to become a member, but also attendance and participation at
