[Openswan dev] Thoughts for phasing out nexthop= settings

Policy routing _updown and later advanced routing patch have not been 
using left/rightnexthop at all for some time now. There has been zero 
error reports because of that. My rpm version of super-freeswan used 
policy routing _updown from beginning and there has never been problem 
because of not using left/rightnexthop.

In fact I think kernel 2.0 is latest one needing nexthop. 2.2 has 
iproute2 support in it.
