Fix kernel algorithm table and if() block that is missing a {}

* removed dead code that causes warning [MCR]
* change IKE->kernel mapping table to be correct; likely fixes incorrect
mapping for ESP_NULL, which is hardly ever used [MCR]
* fix for incorrect {} after if statement [MCR]
