Openswan 3.x is very experimental and unstable. Please do not try to
run it unless you are a developer. The latest stable release at this
point is 2.4.7.

If there netkey support in the kernel itself, the file /proc/net/pfkey
should exist. You probably forgot an option, or are running another
kernel then you think.
