[Openswan Users] After connecting to VPN server , my XP clients cannot ping to the VPN eth0 interfaces

It might be wise to put the XP outside the VPN server subnet,
like it would be when it would be somewhere in the world
connecting to the vpn server. Putting sthings in the local
subnet changes things (eg no routing is used).

Show the logs of the vpn server, eg openswan as well as the l2tpd logs.
