Upgrade openswan to 2.4.5

Those are "normal", you can ignore them.

Do you see any l2tp packets at all? Do you not filter them in a firewall?
Did you try changing the mtu to 1440 on the physical interface?
If you do see some l2tp packets, can you see PPP/LCP packets?
