  My problem is I cant even get a single connection from behind a NAT
device.  That was why I did the NAT and non NAT testing, NAT there is no
passthrough of l2tp data, and without nat it passes through fine.  I
wouldn't mind being limited to a single nat'd connection, but I can only
get that to work if its without l2tp altogether.
